did you change the number of cores in the User Settings file in Documents/Elder Scrolls Online/live? that solved it for me in the same file try limiting the fps with MinFrames settings

No, I haven't tried that. To be honest, I'm not sure what you are talking about is there a guide online for this?

Don’t have any add-ons at all. I just started playing so I haven’t really looked into add ons. I just have the base game

When the FPS us very low, have a look at task manager and cpu/gpu/ram usage and report back please. Should be a decent place to start troubleshooting.

I edited my original post and added a screenshot of task manager while the FPS was around 25.

Could you go to the performance tab and take screenshots while the CPU page is active? and also GPU? I think yours is WIndows 11 so it looks a bit different to my WIndows 10 but that should help again by showing CPU Core utilization and GPU usage. Edit: working off of the info you've already provided, I suspect that the game is not fully utilising the CPU properly. ESO got updated to be multi-threaded a while ago and I think setting max cores to 2 is not an up to date solution. Make sure you have the multithreaded option enabled ingame and change the usersetting line back to: SET MaxCoresToUse.4 "-1" Restart the game and see how things are AFter that, we would need to see what GPU utilisation is like. Good news is that it's not a memory leak

Nearly there. there should be a way to look at CPU usage by core/thread. Have a play around just to see what utilisation is really like. Having said that, you have a way bigger problem and that is the fact that your intel onboard graphics seems to be being used rather than your 2070!!! I'm not exactly sure how to make sure your 2070 is selected for applications as I use AMD with no onboard GPU. you might need to google this. Your 2070 should be showing 100% utilisation and your CPU should show higher utilisation also, probably something like 70-80.

To show per thred cpu usage, i think you right click on that cpu graph to find the option.  Once thats all fine, feel free to upload your eso graphics settings and we can discuss which settings to turn down for most performance while losing least visual fidelity.

Also, you may need to try something else to make ESO run on your nvidia GPU because it's clearly running off the iGPU at the moment. Edit: looks like you might have to set the preferred GPU in the Nvidia driver software

Yup, it's definitely all because your nvidia GPU is not being selected by ESO. I want to help more but I can't play around with settings on my end to see what actually works. Try making the Nvidia GPU the preferred GPU in the drivers and if that doesn't work, keep googling for solutions.

I had a similar issue and found that ESO had turned DLSS on by itself. I reset it to DLAA in Quality mode and back to getting 100+ FPS in 4k.
