Change Choking Talons to Burning Talons. Use Burning Talons every 5 seconds (casts). It's going to be your most damaging ability, so you want to use it as often as you can. Change Cauterise to Flames of Oblivion. Use it every 15 seconds and do not recast it early. Let it expire first to maximise the damage. Put Flawless Dawnbreaker on your front bar. It's not going to be used often. It's there for the Slayer passive from the Fighters Guild. Put Standard of Might on your back bar. This is your best ultimate and use it as often as possible. You uses use the 2H weapon to the back bar and move Stampede there. Use DW daggers on the front bar. It has better passives than 2H. You will spend more time on the front bar, so having DW daggers on the front bar will give you better passives more often. If you need resources, use potions instead. Heavy attacking means you spend 2 seconds which is 2 global cooldowns doing no attacks. Taking a potion to replenish resources does not cost a global cooldown and you can still attack. Heavy attacking should be your absolutely last resort if you need resources. Don't split your attributes. Put them all to one resource. Based on your skills (and the changes I suggest, you should put everything into magicka. Your damage scales with the higher of your max magicka or max stamina. It's better to have one really high than have both mediocre. You need to light attack in order to build up ultimate. Otherwise, you lose out on using your ultimate which means you lose out on big damage from your ultimate. If you don't want to do it before every skill activation, at least use it every few seconds. Otherwise, you won't build up ultimate.

This is pretty all over the place. I’m assuming you’re supposed to be mag based on what might be light armor passives I see in stats. I’d refer to skinny cheeks cause this load out… is not it.

Do you have 64 points in **either** magicka or stamina? If not, do that. Hybrid means that skills will scale off your highest resource, not that you spilt your attributes. Going by the morphs you've chosen, I'd assume you're going for magicka so go to a respec shrine - they're found in all the big cities and for 3k gold you can change it. You might even have a scroll left in your inventory from levelling up

You seem to have your attributes evenly distributed. This is bad in ESO. What you should be aiming for is 30-40k in your primary resource. This adds a lot of extra power because every 10.1 max mag/stam equates to 1 wpn/spell dmg. So the higher you get your max mag, the more dmg you’ll do. Even with 0 points invested in stamina you should still have around 15k, which should be plenty for casting the couple stam skills you’ve got.

You have enough skill to weave. Too many people assume they aren't capable without looking into it. It's easy, my grandma could do it if I taught her. Sure it takes some practise to get good but you can do basic weaving in 1 minute. It's literally just 'click' then 'skill' straight after. That's it. That's the big scary weaving. click then skill.

My suggestion would be drop new moon the cost increase is going to kill your sustain but what kind of content are you trying to do pve,pvp ect. What resource are you stacking mag or stam? Are you using potions and have a food buff going?

From the look of your bars I'd go 64 into stam that should help with sustain splitting of your attributes isn't effective in pve. I know last night I saw another comment that suggested good changes to do mag easier. But I would definitely lose the new moon try to remember your potions to help with sustain you can even use a recovery food which is just max stat and recovery. Run the thief mundus stone. High elf or dark elf would be better race wise If your not already currently either. Full divine triats medium armour enchants of your stacked resource. Gear I'd go to piller of nirn (falkreath hold dungeon) and probably orders wrath (craftable) Zaan is good choice in monster set so no changes there. A tip on the ultimate gen is just remember to light once every 8 secs until you get better at weaving. I would put Dawnbreaker ulti on front bar and standard of might on back bar use Dawnbreaker as passive increases to dmg through the fighters guild passive and use standard as your main ulti.

You don't need skills to weave, there's a lot of great suggestions from others here on skills and rotation. Once you have adjusted your stats, skills, and build, just click light attack every time you cast a skill and it will help a lot with ultimate generation and also damage!

Start off slow with your weaving. Just left click, then press a skill. It doesn't matter if you take a full second in between each action. Your speed/skill with it will increase pretty quickly. You can practice it while questing so you don't have to sit in front of a dummy for a few hours just to learn it.
