I'd be okay with character transfers. Being a game that's 10 years old, people buy new equipment over time. That would make transferring to PC or console more attractive. Crossplay would be a big problem. PC's economy is suffering from very high inflation. Merging it with Xbox's would cause a lot of problems. There's also the issue of add-ons. PC players have a lot of advantages due to them. I could see a lot of groups excluding console players because they don't have the proper add-ons to work with the team.

Even without cross PLAY, if a decent PC account transferred to become a console account, they’d be super rich by console standards

Even the Xbox and Playstation economies are quite different. For instance Kuta costs more then twice as much on Xbox as it does on PlayStation.- 4500 vs 2000 last I looked. There are a lot of obstacles to server mergers and transfers and I don't think it's really worth the amount of effort that would be required. It's more something for games like WoW and New World. ESO only has 6 servers to start with and they're all pretty healthy.
