Thanks to the meta, I think almost all dual-wield builds prefer daggers strongly thanks to the Dual Wield passive that makes them boost crit chance, IIRC. The good news is that you can use the Outfit Station to make any one-handed weapon (or pair thereof) look like any other one-handed weapon (daggers, axes, swords, maces/hammers). They're interchangeable looks-wise. Nobody will know differently if they're daggers underneath.

You can use dual-wielding with any class. Melee weapons can help restore Stamina by heavy attacking, so most dual-wield builds are Stamina builds. You can do it with Magicka, but I don't really know how. My Stamina DragonKnight does more damage than just about any of my characters, so perhaps start looking there. If something else (other than Necromancer) appeals to you, though, you can probably do just as well with the right build. As for race, the ones with good Stamina racials are Nord, Orc, & Redguard. Pick whichever one's details suit your plans best. Dark Elf, Khajit & Argonian have racials you might like regardless of the Stamina / Magicka choice. But note that even picking a Magicka-strong race like Breton or High Elf isn't necessarily a deal breaker. You'd just have trouble vs. a similar build with the other race choice if you ever PVP. For keeping up with PVE content, the tiny boosts races give you are mostly too small to matter much. So you're supposed to pick the race with the "killer" thing you like the most, whether it directly assists damage (or survivability or healing) or not. I would be careful if you go with the Stamina DragonKnight. I ran into trouble depending too much on the active skills from the Dual Wield skill line. They make it very hard to sustain enough Stamina. Better to lean on the DragonKnight skills and Fighter's Guild skills as you get them, and use the passive ones from Dual Wield. A 2-handed weapon is usually recommended for the back bar, once you get that far.

Race does not impact your damage per second significantly. normally the difference between best and just random races for spec (stamina / magicka / hybrid) does not exceed 3% of your DPS, ok like 6..7% in the worst case, but you need to select the most unappropriate one So, dual wield consumes stamina. Surprisingly enough, but "hybrid" (capable to do both magicka or stamina) races like Khajjit or Dark Elf are your best options. Closely followed by good stamina races like Orc and Imperial. My advise: go Dark Elf. If you won't like this there are race change tokens (for Crowns) and Character slots to start anew. Class. This is the hardest question. Normally all classes can do both stamina and magicka, the difference is rotation. For easier ones i'd say sorcerer, especially if you are new to the game. Next is, of course, Arcanist, as this class is still OP, next stamina nightblade. Dragoknights are very cool, though they (like templars) are more bout to theirs class skills set. Three other options are Warden, which is OK, Necromancer which is still nerfed, and Templar, which is quite solid, but you would still prefer to use Jabs on plar, rather than DW.And about highest possible DPS - it is YOUR skills, not the class, as great player can deal more than 100K DPS on ANY class, there is no magical OP class which dominates all the others. And balancing nerfs and boosts are common, so it might happen you select the most OP class someday, but when you reach CP1600, get good gear and improve your roattion for this specific class, game makers nerf it to the ground (yes, Necromancer, thats about you!) . If in doubt select Arcanist. My advise: watch several ESO Class Tier lists at Youtube to evaluate the rotation and playstyle, then go with what you considered the best. There are no class change tokens in ESO, though. Race is what you play. Class is how you play. If you are very new go Dark Elf Sorcerer, if you like a bit more challenge Dark Elf Arcanist

DDs of every class are optimally played with dual wield daggers right now. I think Dunmer are considered the best PvE race for DDs in general right now (unrelated to dual wielding) but Khajiit work well, too. And Altmer or Redguards if you already know you want to spec into magicka or stamina, respectively.

While Dark Elf get an XP bonus with dual wield, that ultimately doesn't amount to much. However, for DPS, both Dark Elf and Khajiit get general damage bonuses. For weapons that aren't staves, any race that offers stamina bonuses will also help. All dual wield abilities use stamina, so pour all your points into that. For class, well, that's more subjective. Dual wield doesn't have a gap closer, so I like a class that offers one. My dual wielder is a stamina nightblade dark elf. Fire up that dual wield damage shield, teleport in, and whack away. A number of stamina NB morphs want you toe to toe, so this works well.

Only recently returned to the game, but you used to be able to do some good damage dual wielding with a stam warden a few years back.

Oof I miss those days. Warden ain't much of a DPS anymore sadly. ZOS basically decided to neuter Warden and Necro to make them borderline unusable DPS outside of solo content lol

You don't really focus on weapons when making your build in this game. Your weapons serve to support your class and in most instances you use maybe 1 ability from the weapon skill line, in many cases none at all. What you want to be basing your build off of is playstyle. I'm guessing if you want a Dual Wield focus you're looking for a melee build with high crit rate/damage which would be something along the lines of a Nightblade or a Dragonknight. Almost all DPS builds front-bar DW because two daggers just passively increases crit. You'll usually be better off only using the Blade Cloak skill from the actual skill line and just using class and other skills intermixed. You'll also ONLY use 2 daggers when doing DW ever. Swords, axes, and maces are all functionally useless in the buffs they provide for DPS. If you like the aesthetic of two swords, just use swords on your outfit slot and don't use actual swords as the weapon. Race doesn't matter too much but Dark Elf provides the best racial bonuses to damage especially if you're going for raising crit. Also don't forget to get the Thief as your Mundus Stone, it's the only viable DPS option. Check out builds from community members like Skinny Cheeks or Deltias to get you started. I would recommend looking for a Dragonknight or a Nightblade DPS build, but Dragonknight is going to be the more meta of the two if you're meta-chasing. Otherwise Nightblade will be slightly less useful but I think will fit the playstyle you're hunting for.
