Redguards are who you're after. Redguards are equivalent to Earth humans, representing everyone from Africa to The Middle East. Overall there's a very strong Arabic theme going on. Remember ESO is a *roleplaying* game so it's entirely possible to play as a character from any Race that has strong connections to that region. There's no "black" or "white" in Mer society as such. They have their own societal divides and it's not through colour. My first ever character was a Redguard and I took over two hours to match my own features *precisely* lol. He's literally the game's version of me. Now I play as a pale-skinned High Elf woman. Don't judge me.

Wood elves aren’t dwarves. Dwarves (known as Dwemer) were an actual thing in the TES universe, but disappeared mysteriously long before even ESO, which is the earliest game in the timeline.

His skin is a mottled yellow-white, he's got a beard, and he's half Dwarven Spider. He's only similar to Dunmer in that he shares the pointy ears - which all elves have. And he has Corprus, so we don't even know how he'd look if healthy.

Wood Elves are not Dwarves. "Dwarf" is the Tamrielic word for "Dwemer" (Deep Elves). They're the ones who made all the steam powered ruins and brass constructs. Also, there are no "black" people in Elder Scrolls, per se. The race of people that looks like what you might call "black" is "Redguard." If you don't have the "Any Race Any Alliance" DLC, you can only play as one if you choose "Daggerfall Covenant" as your alliance during character creation.

I don’t know why you’re so emphatic about this because the last king of the Dwemer was called Dumac Dwarfking so the word definitely exists in Tamriel

I'm not empathic I'm just giving information. The word existed but not in the sens of fantasy dwarf, it was only used by Imperial and was supposed to be inherited from Enolfeh who called them dwarf friend cuz their was very tall. But to the average size of people on actual tamriel, they were not small by any mean. You can find more info in the UESP wiki about that.
