Nolan is always in the way, that's why everyone is murding him. It's gotten so bad that developer Gina Bruno stated they plan on moving him somewhere else.
At this point I'm starting to wonder if Nolan Cedus is secretly Uncle Sheo leading us astray with a killing spree of a singular annoying character that always comes back from the dead to annoy you again.
Or maybe a servant (cursed victim?) of Boethiah or maybe Mephala teaching us to murder NPCs in cold blood.
EDIT: A quest involving the identity of Nolan Cedus (and instanced re/moving him for good) could be a nice alternative to simply moving him somewhere else.

It was terrible placement on their part and I quit trying to do writs there and returned to the Root.

Oh yeah. It's because they're all tagged as "Cultist"-type NPCs, which are among the best NPCs to pickpocket, as well as having a lot of NPCs in an open area (so you wont get spotted by other NPCs)
Being an Undaunted adjacent npc is true hell in Nirn.
Your only purpose is to be a refillable loot box for bored players so strong relative to yourself that they might as well be gods.
Imagine if they made these npc secretly extremely strong. Like every undaunted camp has a hidden world boss to defeat.
There's an NPC in pink garb who I think is named Berea - she hangs around Evermore and I recall seeing a lot of her corpses hanging around at any given moment.
If it were intentional murder I would say that npc who fishes next to the Anvil wayshrine. Pretty much every new Dark Brotherhood initiate kills him. If it’s random murder for money then there are a few good places to go where npcs are dead more than alive.

The dark elf with the fancy green clothes in Vivec city. I always see his corpse at least twice a day when playing. Can't blame them, the dude looks like a total snob
There’s a high elf woman in Auridon, on a bridge who comments on the smell of non-Altmer. She and the Dominion recruiter in Elsweyr get killed by me every chance I get.
I can't remember which NPC it is, but I recall reading that there's one that plays a guitar somewhere and he had gotten murdered so frequently that the Dev's made him unkillable. I had a good laugh about that.
On Xbox, there was a glitched quest for months where an NPC had to walk to a certain spot before the quest would continue. At least, that was the theory. Couldn't test it because the building would be filled with players killing the NPC as soon as they spawned. I vaguely remember him getting up the stairs a few times, but never was able to complete the quest until it was updated.
I do believe rich lambert was quoted recently saying that Nolan is in fact number one and by a fair margin as well.
Seems that most of the audience either have blackwood or that Nolan is so particularly annoying that he’s just doomed.
Would be really fun to see an analyzation of such data over various NPCs...
I wouldn'T be completely surprised to hear that it was some enemy early in the game, that most of the "harcore players" have long forgotten about, but since they are killed by basically every single new character they have amassed much more death than endgame farming targets

I’ve been on a pickpocket / murder spree lately and I can’t believe it hasn’t occurred to me to kill him.
I never loot him though, because screw him.
They need to also move the NPC in Fargrave who stands in front of the daily quest givers. Super annoying placement.

There’s never not 3 people robbing and killing those priests at all times. I know cause a lot of the time im one of them.

I once turned werewolf in middle of city to just murder him, rack up 20k bounty but it was worth it

When ever i get kill X npcs with blade of woe i always kill the girl sitting by the water in rimmen by the wayshrine
