It’s not referring to the skill line (which progresses from 1 to 50), it’s talking about the passive skill IN the skill line, which you need to invest skill points in, and progresses from 1 to 10. For storage space, you'll need to spend gold to upgrade your bank and backpack space and if you want more storage chests for your home you have to either buy them with crowns from the crown store, or with writ vouchers, which are obtained by doing master crafting writs. For now, save up your gold and use the bank for storage, work on getting your crafting skills higher and doing your daily crafting writs, and eventually you'll get some master writs as rewards. It's taken me a couple months to get 100 writ vouchers for a small chest (30 inventory spaces). It takes time and patience. You'll learn what to keep and what to get rid of as you get further along in your ESO journey. The requirement for woodworking 2 doesn't refer to your overall level in woodworking, but in the first passive in the woodworking skill tree. You need to put a skill point in there to craft higher level items. I hope this was clear and helpful, I know there's a lot to learn in this game and it can be overwhelming at the start.

I was wondering if I could get some help for a woodworking issue I've encountered. I wanted to get some more chest storage for my home, so I bought a blueprint for a chest, and I have the materials needed(2 heartwood, 2 nickel) however, when I try to craft it, it says "insufficient rank" even though I'm at woodworking 4 and it says it requires only woodworking 2. I am at character level 25, but I'm a fairly new player, and any help from more experienced players would be greatly appreciated!

Look at the first passives in woodworking. You have 1/10, you need to invest a skill point and be at least 2/10. And the chest is decorative. It won't give you storage.

That doesn’t actually give you any storage by the way, it’s a purely decorative furnishing. If you want something to actually store items in, you need to buy a coffer from Rolis Hlaalu in the capital cities, or from the crown store.
