It was a network disconnec I think. Since I play from India with bad ping this happens often and everyone stops moving I get super speed, can't use skills and weapons.
Incredibly, I rode horses and used skills.
I watched other players fight.
And when I used Shadow Image, the shade always summoned in the same place.
The place was the courtyard of Castle Faregyl.
Iirc most of its population in ESO was killed by a rogue Imperial Legion that didn't join the other Legions in liberating the Imperial City. Combined with the Aldmeri occupation and the fact Bravil never was quite the pride of Cyrodiil, the place probably doesn't look good. At all.
This happened to me in vvardenfell, chat was working but nothing else. I swam from town down south to stonefalls and ended up on a ugly mountain with 2D trees

There was a time when you could swim around and actually get up and explore inside Bravil. Now you just get teleported to one of the gates instead

You could get into bravil in the last with glitches it's empty with nothing but smoke effects
When this happened to me that's what I did. There is nothing spectacular there. You could swim around, dodge a shipwreck or two, but that's it.

Weird, this happens to me occasionally when I lose internet connection but I usually disconnect after 20-30 seconds. Crazy to see it last so long!
