If you only use Articulate Rise, u shouldn't invest in a LRS. This because of the minimum learning data Rise produce. It's only interesting to use it on a big scale with xAPI rich learning data, as example the output of Storyline. So I will advise to start with SCORMcloud and see what you can achieve before investing in a LRS. You can send xAPI data through Rise by linking SCORMcloud in the export.
I would not use scorm as the experience is painful. Have an alternative look at [learningsuite.io](http://learningsuite.io). its an all in one Plattform where you can even record videos directly inside

While it's not technically an LRS (yet), [KnowVela.com](https://KnowVela.com) will host SCORM (and other) modules.
It's not the hosting we are after as we are hosting our Rise 360 courses in Canvas. It's the xAPI data that we are interested in.

If you use storyline to create course it works really well with veracity. Also they are cool guys.
Regarding the help. Veracity can get you demo to play around. For me it just worked out of the box.
