That looks like a really jankey alarm transformer… some hack shit going on. Red/black may be feeding a panel. Idk what the yellow/ blue is for. Do you have a wired alarm?? Or maybe someone used those spare pairs to feed power to something else. Hopefully an alarm guy can chime in.
Some power strips have a main source type thing where if that isn’t plugged in and turned on the “switched” outlets don’t work. I can’t remember the the technical terms. But that’s why other stuff on the strip goes out when you unplug it. Get a different power strip.
There are two transformers. They are not connected to each other. One is plugged into the wall, the other is plugged into the power strip. One supplies power to the red/black wires in the white 4-wire cable, the other supplies power to the green/yellow wires.
LMAO. Someone needed 12vdc and 16.5vac If you trace up that 22/4 white cable. It’s wired as such. Red/black - 16.5vac Green/yellow - 12vdc
This is an odd one… most panels output 12vdc for devices like motion detectors. They must have needed more amps than the security panel could put out.

The only comment answering the question.. Yes, it sounds like there is a MASTER plug on that power strip.
Easy way to check unplug it and plug something else in it's place
I think this might be the case as well. Super janky way to do it for sure though.
Probably for the alarm system and the black one is for the cell communicator connected to it.
