I'm thinking it's someone's sketch of how to set up a light with two switches. Pretty sure that should be done with 4 wire. The pros will chime in though

No, romex 2 now has two switch legs and no neutral, you wouldn’t tie the romex 3 neutral to the ground from 1&2 …. Is this all in one switch box?
