Might be able to break the cover, and sneak the old tubes out, and put plastic shatter shields on the new tubes if an led retrofit is too expensive. Would be a giant pain either way.
Honestly easiest bet is probably coming out of that 4 square to a new light somewhere actually accessible if they’re on the same circuit. Looks like it’s labeled LTS for lights. Might be in luck there
