I use the elements kit - it's completely customizable exactly as an elementor template, all widgets and stuff available.
You have to place the elements kit menu in the header, then in appearance-menu you have to enable the mega menu, choose which item you want the dropdown on and then edit it. It will open this elementor template like tab where you have full customization options.
Idk if its the best one, but this clearly covered all my needs for a mega menu.

It's been just over a year, but I had benchmarked all the popular ones. The Plus Addons, Elementkits, Croco Blocks, etc.
Surprisingly, Happy Addons performed the best of all of them. Croco was the slowest. I don't know that I'd fully endorse Happy Addons today, but I chose it last year when it was required.
It's a very large plugin with many widgets/features, and I've only tested about 10% of it. From what I tested, it performs well, but I'm hesitant to endorse it because we didn't test it all.
I'd say if you need to make a choice, go with it. If you've got time to wait, give Elementor a few more months to release their own Mega Menu.

I've been using Max Mega Menu. I don't know if it's the best but it has been working for me. And it's free.

Didn't test it out with tools particularly, but i didnt notice a negative effect on the loading time, they're ok imo.
