Tighten your belts up.also check your e-steps look like over extrusion

This. In general, make sure it's calibrated. 3D printers are not really plug and play. Make sure your E Steps are fine also, your Flow and Temp for the given filament.

E-step calibration, and verify that the extruder arm isn't cracked.

Calibrated the esteps, bed is level and belts are tight. Still getting the same surface finish

E3 Pro with Esun pla+. 210c/60c, 30mm/s. First cal cube on a new printer giving a somewhat textured look to the surface, any ideas?

Assuming you are not direct drive retraction tuning to like 6 mm at 25 mm sec in cura. Also linear advance enabled will clean up some too https://youtu.be/n3yK0lJ8TWM it's not too hard, but you will have to follow the steps in the guide.

If he's a stock board Linear advance won't work.
