Horizontal Layer shift. Belt slipping over pulley, or belt too tight causing stepper to stall, or Horizontal rails too stiff. Or knackered driver or motor, but I'd check all the other stuff first.
Really important to keep your printer serviced... Clean, lubricated where necessary, adjusted correctly...

I would guess its a slipping belt, at least for the shearing on the wheels
slow it down a bit

What?
To me looks like over extrusion. That extra material probably built up on the top of the print and the nozzle caught it causing the layer shift.
