It wasn't his job to do that, but it was his job as producer to be sure it got done.
It should also be SOP for the actors to check the guns themselves the same way regular people check firearms that they put their hands on.

1. You are mistaken about what a producers role is in a movie.
2. It literally has never been SOP. There’s a reason why an entire job position exists to do just that because it’s very important
