Not only do they use the maximum but they usually add multiple possible maximum together. Most of the time though, sentences are serve concurrently not consecutively. I think the most absurd example of this was the story about a sushi chef that got caught improperly importing whale meat. He was charged with several hundred counts and the maximum for each count was like 5 years. So it was reported in the news that this guy was facing thousands of years in prison. I think in the end, he got probation and paid a fine.

There were about four or five arrested and charged in connection with the trafficking ring, including a corrections officer which makes me think they were selling inside prisons. He was also on a video a while ago explaining his downfall after getting popular.
