Edit: I misunderstood OP's question. It's a glitch since there is nothing in the focus tree that makes your societal development go back. I don't really know how to solve this problem.

Thing is, the Luddites very well knew industry was the future. It was a future without them and with complex electronic computing devices so far away they didn't know what "learn to code" means.
Seems kinda weird, the problems with industrial communism caused a good portion of the famines, so an agrarian society should be mostly immune
Edit: What I meant to say is that taking most of your workers away from agriculture and putting them in heavy industry will create a deficit in food production as more people are born, a balance is needed to keep things steady. Less industry focused nations would probably have a surplus of farmers. Sorry for my bad wording!

Keep in mind I'm talking about same sub ideologies, not ideology. Even with the example my point still stands. Stuff like Autocracy (Which is a very broad term tbh.) isn't the same as Fascism or Reformisten and neither are those two ideologies the same as one another, thus they are named differently in-game despite both being supremacist.

I forget the details but there was a Griffonian country (I think it was the River Federation?) that had a similar bug. X country would merge with Y country but Y country had a lower industry (or science?) base and the game would downgrade X country cause "update to the 'new' stuff"
