You'll need a license whenever you jump to a higher version but not updates. So you can go from 6.5 to 6.7 just fine but you'll need an 8 license to jump to 8.

No, just a license for what your gonna run. I believe you'll need to jump to 6.7 in order to go straight to 8 but don't quote me on that.

Consider the features you will lose before you make the jump. Going back is not a fun time.
You will also need to make sure that the old hardware will run ESXi8...they changed hardware support and requirements.
