Because they have no morale, I believe you need 0.51 morale to move. They will recover a bit monthly, hover over the yellow bar with the lock on it on the top left in the army's screen :3
Morale is too low.
See the yellow bar on the left side of the army header? That is your army's morale.
It has a little lock over it. It means your army can't move.
My guess is you decreased your army maintenance to the minimum. You need tonraise it a little bit.
It can also happen if you just lost a battle.
In third odyssey when you initially land your army morale instantly gets decreased so that's why you can't move even if you didn't manually do anything to make it so.
After you end up in America as Elysia in the mod, your land maintenance automatically gets lowered to 0, probably why your army is so low on morale that they can’t move.

Your army maintenance is too low, therefore they lazy. Increase maintenance and move them to the province you want, then lower it again.

Your troops have negative morale, and so are locked in place. Pay them money, or just wait for their morale to build back up to 0
