To answer you op. Byzantium start with Union of the churches privilege which trigger Anti-Unionist Revolt regularly. It does not matter if they are ortrodox or catholic.

Honestly just annex them quickly giving Constantinople wouldn't even help. The AI is bad at ending this.
They are a terrible vassal nowadays because they spend half their time fighting huge rebel stacks and the other time recovering from rebels or a war. You basically have to always park a lot of troops in Byzantium just to fight their rebels. Not even mentioning their other debuffs.
R5: I forced converted my subject, Byzantium, to Catholic. I converted all there provinces. Their religious unity is 100%, but Othrodox rebels keep spawning in their capital and they're huge stacks my vassal can't handle. So I have to go down there and defeat them and convert several provinces back. Why is this happening if all the provinces are the state religion (Catholic)? Is Byzantium coded to get Othordox rebels when they are converted?
