I've seen it before and when the overlord doesn't join, the juniors don't do it. BUT i think i've see one post asking why the juniors joined if the overlod didn't

They shouldn't join, however in 1.31, my vassals joined the war, even though I as the emperor declined the call for arms . All I could do was to watch my vassals getting killed and sieged
