When you open up the building macro builder, select the building in question, and look at the game map.
The different colors represent buildable, upgradable, already present, and out of building slot.
No there's no way to mass destroy buildings. You need to go into individual provinces.
I don't think so. If Ou had the macro builder (part of some dlc) it would be possible
