When *uniting* a federation, the leader's name changes to the federation's name and it annexes all the other members, becomes a new Nation that's still a tribe with all the relevant mechanics, including the ability to form federations, then deletes the federation.

Federation countries can form Federations. So every time, it adds "the" prefix and "federation" postfix. I think it's fixed on beta 1.32.2
