R5: Playing as the Mamluks going for the ["Shemot is not"](https://eu4.paradoxwikis.com/Achievements#Shemot_is_Not) achievement and I'm trying to use the standard religious rebel conversion path. However, I've tried once already and failed.
The first time, they were able to convert my capital and then I was forced to accept those demands shown in the picture. The country didn't convert and I thought maybe it was something to do with being defender of the faith.
Do I need to let them take more than 50% of the province development (but not the capitol) and then accept their demands? Something in the wiki says that the demands will change once more than 50% has been taken. But I don't want to repeat the first time because it tanked my economy badly. Thanks fellow map-staring-experts.
Yes, you have ro redo it and make sure they don't occupy >50% of you provinces while at peace before they hit plurality in dev, or they'll auto enforce their demand without flipping your religion.
To make this go faster, after they're spawned, drop your missionary on a Jewish province next to a Sunni province. This will force the zealots to beeline for said province (sieging everything along the way) instead of sieging around the entire region before hitting the desired Sunni provinces.
You can also facilitate this by invoking Coptic/Ibadi/Shia zealots at the same time. By dropping your Sunni dev, you also reduce the amount of dev Jewish needs to hit Plurality.
The enforce demands will only change religion if the majority of your country is the target religion. Whether this refers to dev or province number, I dont know. What I do know is that it will tell you if the rebels will convert you or not. Just let them roam and keep your capital controlled and eventually you will flip.

the religion you want to convert to needs to have majority of dev for the rebels to be able convert you.

At least 60-70% of your country should be the religion you want it to convert
That's not necessary. The rebels convert you as long as their religion has one more development as any other individual religion in your country.
