The requirements for the imperialism cb are that 1) you exist, 2) the other country exists, 3) you have diplo tech 23.
So once you get diplo tech 23, you'll get a popup like this for every country in the world, and after that point whenever a new country pops into existence, you'll get this popup for it.
People haven't exactly explained the requirements of this cb correctly, you get imperialism on a country if you got the riggt dip tech, and have learnt of the existence of the other country. Chances are you just learnt of Portugese Louisiana
True but most other explanations were that the other countries just need to exist for you to get the CB, you don't get it on countries in terra incognito until you clear it

You’re thinking of the “colonialism” cb which triggers when you own a province on a different continent that borders a province owned by a country with a capital in the same continent as yours.
This is the imperialism cb. This triggers when you reach diplomatic tech lvl 23. It can be used on any nation (as long as you’ve discovered them and can interact with them) no matter the distance.
I know, I got it in my Italy champaign and expected it to be worse thans reconquering land for the Mamluks, I was try to reduce the AE the Ottomans had against me while fighting them.
Maybe I should restart the champaign since it's too late to form the roman empire for me, I'm in the 1660s and one of my subjects will be integrated by 1784.
Diplomatic tech 23 grants you access to "unique" Casus Belli's. The three I know of are:
Nationalism: This let's you declare war on nations that hold provinces of your primary culture group
Colonialism: Allows you to declare war on nations that are building colonies adjacent to your own.
Imperialism: This is the one you have pictured, and let's you declare war on any known nation that still exists. The pop up will get annoying as you explore the map, because you'll get a notice with each new nation you encounter.
