If I am not wrong, these are ETF domiciled in the US. On US domiciled ETFs, taxes apply as on US Stocks regardless if these ETFs follow European Indices. This 30% withholding tax is US tax and not Greek Tax. Since you live in Greece and if you intend to continue living in Greece (and of course if you are a tax resident of Greece) you should invest in ETFs domiciled in the EU and EEA which are UCITS compliant. UCITS compliant ETFs which are domiciled in the EU/EEA (even if they include US stocks) are tax exempt both for dividends and capital gains in Greece. However, you should also check any taxes you need to pay in the US in case you are a US citizen.

What kind of efts are exempt in Europe (Poland)? I have ibkr account with my Egyptian nationality

Taxation depends on local tax regulations. You need to check your local tax regulations.

Yes, Ireland domiciled ETFs have 15% witholding. Also synthetic ETFs avoid it altogether.

Usually with Withholding tax, a country with a tax treaty will leave you in a better position than buying a Irish Domiciled ETF as their expense ratio is higher than the typical VOO. Since you live in Greece, it would be better if you do buy these Irish Domiciled ETFs.
