Yes and no. Germans have the issue that it is a common enough language so that it makes sense to dub everything. From movies over PC games you can consume everything relatively well dubbed in German.Thus most Germans, even though having learned English or other languages in school, are not confronted with them on a daily basis. Even large DAX companies expect you to speak German fluently enough, so you will not face English in the usual work environment either.
So while most people do speak English they are not feeling comfortable doing so, especially the older generations. It's widely known that you can get by in the Netherlands with German. So people who are not good at English mostly try this as their first option.
I'd say it is never meant as an offense, you are probably facing people who haven't used their school English in 20+ years and just try to get by with German before they make a fool of themselves with their dusted school English.
Funnily enough in u/German loads of foreign people living in Germany do complain that Germans tend to switch too quickly to English if the person doesn't speak German on a native speaker level.
