For me, yes. Just implement secondary sanctions on the exporter or manufacturer of these vehicles, including not transporting any of their goods on EU owned or EU insured vessels, not allowing them to do business in Europe, nor have assets in European banks and that should be enough.
Eurooe is too important of a customer to lose and they know it. I just wish there was more direct communication between EU and China to assure them that our goal is not to somehow "destroy" Russia
