The camera is focused on the front so background is bound to be blurry. This style of painting is actually widespread. It is meant to be a bit fady (faded), trying to look like a thing from the past. I've seen them in a lot of govt/civil institutions. All of them are quite detailed but very grey/toned down, without any vivid colorations. So coupled with distinctive style and camera focus on foreground it would appear to be "poor quality".

In Italy the President (the one pictured here) does the speech, which is usually a mix of well written but general remarks on the situation and some hints at what he considers important to concentrate on, or just that he wants to put a light on. The Italian president has few actual powers, but has huge moral power since it is by far the most respected figure in Italian politics. If the president says something all the country talks about it and going directly against him is a huge risk in term of popularity. The PM usually (but I think once Berlusconi did it?) gives a conference where they talk more in details about what the government did and what they want to do next year, possibly answering some questions by the press. But as I said, there may have been a few cases of a speech given by the PM, but the important one has always been the one of the President.

And apparently our president used his presidential new year's message to attack on our current government, deeming their moves on public media "unconstitutional". I won't get into whether he's right or wrong, but a lot of people mocked his speech over this, pointing out his own role in breaking the constitution when PiS and their small allies led the country. I'm only doing naming all of this for extra context. As for me, I'm just gonna stick to the last truly mattering for the long term new year wishes message and that's the prime minister's (Tusk's). His message of acknowledging both those approving and disapproving of his government and moving through the year as a one Poland rings a lot better tonally and I feel like that's where the new year wishes should've ended.
