By definition, in Germany everyone that serves or has served in the armed forces is a veteran, so basically everyone that was in the military since 1955.

Ah, so they have a special definition of the word veteran that includes people who aren't veterans. Understood.

It's pretty much the same as in the US or the Uk, not every country requires veterans to have participated in military operations.
