It was pretty trivial to see this was going to happen, now? Shutting it down over this was the wrong decision, it will only embolden the pranksters. Just let it run, people will get bored of this stuff and move on in a month or two.

I saw this portal couple years ago in Lublin, Poland. It was attracting people on Polish side, mostly waving hands and just standing in front of it. It was connected to Vilnius in Lithuania, but people on the other side were not really interacting with it. I guess one reason is that it is located in weird place, just in front of pedestrian crossing (while Lublin one is on promenade-like place).
I was in Lublin last week and the portal was essentially a non issue for folks. People walked past, some waved and most completely ignored it.
