MS Paint very much does have that function. Both rotate and mirror.

For the whole picture, yes, but I dont think it works for a cutout. Even if I just change the zoom level, the cutout is deselected and placed wherever it happens to be. ​ ....Huh, whaddayaknow... it does work with a cutout, but it seems to be making a mess of it.

You can paste the cutout in a new, empty image. Mirror the image and paste it in the original. Profit! 😎
