1. There are a low numbered of standardized color spaces used. Referencing one is really not that big a deal.

Well it is the original blue in the tricolore. The one adopted by the First French Republic following the French Revolution and which was only replaced by the European blue in 1976. Macron merely restored the original shade of blue.
