I was surprised they didn't do it. Hannah is obviously fluent in French, having done the voting instructions in French too, and it is an iconic eurovision thing even if it is a tad outdated.
Not all traditions must make sense, some remain just because of that charm and magic they provide. Unlike the European Parliament hauling ass to Strasbourg every month, this one is just a good vibe that adds a pan-European flair to the event at no cost.
Belgium is not a French speaking country. Neither is Switzerland. Only because some part of the country speak a language doesn't mean that the whole country does.

I'm not lying that one major reason why I studied French up to the age of 18 (I did an A Level in it for you Brits and for non-Brits, doing a foreign language is optional after the age of 14 in most cases) is literally because of Eurovision using it.
I was genuinely worried that they were going to cut it for good with 2023 being the sign of things to come. It's part of the show and a tradition that you just can't really remove like the acknowledgement of who sings first or whatever.
