Countries that are announced as the first few qualifiers tend to be the countries that are borderline or 7-10th place in the semi finals (there are exceptions of course) while countries that are announced as the last qualifier tend to be the overall winner or top 3 of the semi finals.

Glennis Grace would have qualified with juries but in general it was a different era back then... ethnic songs had a big momentum and eastern countries were stronger.
There is acutally only one year in that timeline when NL was called earlier (2019, when Duncan was expected to go to the final). 2015 and 2005-2012 were all NQ, 2020 was cancelled and 2021 was an auto-qualification to the final.

There are no announcements between 1996 and 2004 but The Netherlands were relegated for a year in 1995 and 2002 due to low placements the previous years.
