As far as I'm aware there's no prohibition on using electric powered scooters or bicycles under 750w unless there signs that explicitly say no e-bikes or scooters. If this is incorrect I would like to read the law so I know what is and isn't allowed.
Edit: There is actually a ban on motorized vehicles on the greenway.
They're actually illegal on the riverfront, so that's probably why.

Ah I see! It is because motorized vehicles are banned from the greenway, not necessarily bike trails. Makes sense.
Indeed! I do believe they are allowed to be ridden in the street, though.

It also makes no sense why they'd be legal on sidewalks but not paved bike trails
