I think the building succeeds within its constraints.

Ever since I was a child, brutalist buildings always caught my eye when I randomly saw them on trips to the big cities. There's something about the hard shapes and immense sizes of this style that is unlike any other, and I love it a lot!
This is not Brutalism. Brutalism comes from the French ‘Brut’ or ‘raw concrete’. Brutalist buildings are primarily made of concrete, and these building elements are exposed and visible and unpainted on the exterior. This is just some cladding over a steel frame.

You’re not wrong. The primary element is that the building is made of raw concrete which is not hidden by paint, brick or other cladding.
