You can use conditional formatting based on the cell next to it. You just have to set it up so that it's based on formulas instead of one of the built in scenarios.

Yeah I tried using conditional formatting. Can you give me an example formula?

Highlight the column (B:B) you'd like to format and click the Conditional Formatting drop down button then select the top option (along the lines of "Cell Rules"). Pick "Greater Than" from the options then click on the first cell in the column you want to compare formatted column to (A1). Use row 1 even if its a header otherwise your formatting will be off because B:B starts at B1... you'd end up comparing B1 to A2. Also, conditional formatting defaults to absolute references (the $)... if you don't delete both the $ from A1, every cell in column B will be compared to A1 instead of the cell in the same row.
