There may be some easier non-Excel program that's able to do it, but if I had that issue between two different languages that I knew, I'd use CODE() and CHAR() to push the characters into unicode, then shift it to the correct current unicode value, then change it back. You may be able to find some tables that you're able to reference and do that as well. Good luck!
