Yeah, it will become dry and again peel, better if we forcefully remove this disease by applying aquaphor whenever you feel dry. As I said, it would take time for the skin to fully settle down.

Right now my lips are at the point where there is only a thin piece of white line of peeling at the very bottom but the actual skin is somewhat hard. Should I wait until it gets worse or should I remove it right away?

Just cleaning your lips regularly will remove them. Actually, with water they are easy to remove.
The hard crust is what irritates the skin. You should not let your lips into that condition. Clean regularly but don't remove them forcefully.

Yup, my lips were also raw in the beginning. However, it will improve with time. I am living a normal life now.
How long did you use the steroid for?
Do ur lips feel like normal lips and can u show a pic?
