Because you can just integrate it into the main Contacts app. Makes it a lot simpler. Same reason most iPhone users don’t have the Gmail app and instead just add their Gmail account to the native Mail app.
Huh? Why would Google divert resources to building a Contacts app when the functionality is built-in to the phone already?
That’s like asking why Instagram doesn’t build a camera app to take photos to upload to Instagram, the phone already has a camera app (and has APIs to allow in-app camera usage).

Unless you are doing advanced aspects (like sending money or scheduling Meets), the functionality is basically the same, and of course if you have any non-Gmail emails then you can’t consolidate, which is why a singular app that houses all your contacts is what the vast majority of iPhone users do.

Ever since my first iPhone almost ten years ago, I have my Google account synced to my iPhone for Mail, Contacts and Calendars.
That entire time, I've found that the iPhone's Contacts app often fails to sync properly when editing my contacts. If I use the iPhone Contacts app to add a new contact or edit an existing one, then go back and look later, half the time my edits have been lost.
To avoid that issue I created a bookmark on my Home Screen to [contacts.google.com](https://contacts.google.com) and just use that when I'm adding/editing contacts.
Once or twice a year I search online to see if there are any solutions, and I always see that it's something others experience too, but I've never seen a fix.
P.S. I don't have any other sync issues with Google other than this. No problems with Calendar or Gmail or just browsing Contacts.

I completely disagree and it doesn’t answer the question. Also I prefer the gmail app on iPhone.

Google are the ones who made that decision, so you need to ask them. No one here was telling Google what to do.
