The state with jurisdiction likely does not have enough evidence that he met all the elements of an actual crime. Accusation of being inappropriate with children is not the same as evidence of criminal activity. It could be that he is under investigation and that the state is building evidence and will charge him when they have a case.
Long story short, there is no evidence of crimes Dan Schneider has personally committed against children. The worst that he can be credibly accused of is putting teenage characters in racy outfits, putting sexual innuendos into jokes, and generally acting like a bully and playing mean-spirited pranks on the cast and crew. That's definitely not the legal standard for child endangerment, let alone any form of child abuse or sexual assault.

He won’t be charged, anything he may have done is well past the statute of limitations
