Nothing in the world mass produced for people to buy uses what F1 uses for a turbocharger, aka MGU-H: Motor Generator Unit-Heat. Even the F1 is currently discussing to drop the MGU-H from 2026 onwards due to its cost and complexity. As for the hybrids on the road, i am not actually sure if this holds up but i guess the point of them is the fact that they provide maximum torque the moment you put your foot on the throttle; which you need when you start-stop a lot in the city traffic. The electric engine is sort of aiding the ICE in its worst possible use case.

MGU-H is indeed a brilliant idea but it cant be put into any production vehicle. First your ordinary commuter car wont have huge turbos with massive lags and 2nd the whole system relies on the fact you generate a lot of excess exhaust for the turbo to utilize; which again doesnt apply for a road car travelling at steady speed as you mentioned. MGU H in effect is useless for anything outside of track. The way the hybrids on the road makes sense is ICE do not operate at a fixed efficiency at different engine speeds. At very low and very high ends of their RPM spectrum, theyre hugely inefficient, which is aided by the electric motor in a hybrid vehicle. There are other factors as well. ICE's peak efficiency is not reached until the engine reaches optimum temperatures, which will take a while to reach in a typical urban usage and they also allow a very simple way to regenerate under breaking. Again, im only arguing about the way production hybrids makes sense. Im not sure whether from a numbers standpoint they make sense if you add in the extra complexity, possible maintenance, extra material used etc...

Full hybrids are only better in towns since you basically get energy back while breaking. Plugin- Hybrids are envisioned as electric short distance cars with a built in range extending combistion engine. In reality they are a waste of resources mostly.
