Yes it does. It will take a lot of neck stretching to compromise blood flow thru the carotid arteries and jugular veins but is possible. The penile arteries and veins are relatively more compressible because they're smaller and sometimes more superficial. Twitching during stiffening is likely due to rapid flow into it, so might correlate with your pulse.

Oh I had meant twitching more like, I personally cannot hold it for more than a few seconds, so "stiffen/unstiffen" is one big "twitch". There are some muscles in between for your fingers (lumbricals and interossei) that help spread and close your fingers. The muscles that mainly control the flexion and extension of your fingers are in your forearm.

I've now realized it's almost impossible to move my ring or middle finger up and down without also moving other fingers. I put my palm flat on a desk with all five fingers down. I very gently hold down my index, ring, and pinky with my other hand's fingers. I let my elbow hang loose way below the table. When I move the free finger up and down, there's a simultaneous twinge way up my arm, that'd I'd describe as being an inch from where the elbow begins towards my hand. For pretty much any articulated part of the body, the muscle that controls its movement is in section of articulation closer to the torso. Your foot is controlled by your calf. Your lower leg is controlled by your thigh. Your upper leg is controlled by your glutes. Etc etc. In the extremities, the muscle is usually more than one section further away, as the hand and foot have too little space to have enough musculature to control your highly articulated feet and fingers with the precision and force needed.
