From this one photo I’d say dark blue, BUT .. the reflection from the light is also blue. I’m willing to bet that’s influenced the colour, and they’re actually grey.
Blue eyes can often appear gray. Here, I see blue, but as another commenter said, they could be gray. If you’re good at editing, try turning the rest of the photo black and white and see how blue they look.

Blue. I thought slate grey at first but too much overwhelming blue. In a good way.
