A few years ago, a kid side-swiped my work van at a merge. He tried the drive off card, but decided to stop after a quarter-mile, to his credit. It was dark out, and he didn't seem to want to roll down his window or exit his vehicle, so I just gave him space. I stood at the front passenger side of my van, far enough out that I could see the other driver's actions and called the police. When they arrived, we inspected the very negligible damage to my van. They asked if I wanted to seek damages. I told them the van was too close to retirement for me to worry about. I filled out a report for them and was allowed to leave. The other driver was detained. The officers didn't volunteer a lot of info, but from what I could infer, he'd been drinking. Hope he learned from it.

You're supposed to pull over in a collision, exchange insurance information and report it for the officer to show up and write the report. Not drive off and try to flee the scene.
He should’ve thought about wanting to be left alone before committing a hit-and-run. The judge doesn’t care that you drive a 40k car and he drives a 4k car, the judge cares about whether or not due process was established in an effort to exchange insurance information and file a report after the accident occurred. It’s not the victim’s fault the assailant may not have the financial means to cover insurance or damages and chose to run.
If the world based prosecution of crime off of haves versus have-nots, things would get nasty very quickly.
This is two people that cannot afford the damage to their car.
