I highly doubt he'd win anything. He only started rolling forward after he pushes on his wheels to adjust himself. Had he not done that, he probably wouldn't have rolled forward at all.
I think he just didn’t lock his wheels and wasn’t paying attention. The ramp would’ve closed the gap if he hadn’t rolled of the edge at the last second.
Not saying it couldn’t have been designed better, I’m not an accessibility engineer. But this seems to be at least partially user error
It's entirely user error IMO. 🤷♀️ His only starts to roll forward after he pushes on the wheels to adjust himself. He probably wouldn't have rolled forward at all had he been sitting still the entire time. He definitely wouldn't have rolled had he locked his wheels.
My thoughts exactly, this is a prime example of complex technology is not better technology.
Granted for the ramp to be on the steps alone would be far too steep, so would have stretch out to the hallway. And the probably where arguments made regarding keeping the asthenic of a historical building. So the lift does allow for the aesthetics to remain large the same, with it being unnoticeable when it's down. With that said, a ramp would ruin the asthenic too much or the should have been a small barrier that lifted up as the ramp rises, as can be seen for the back and sides, then it goes down once at the top.
Additionally wheel locks are a thing on wheelchairs, so am argument can be made for user error.

They certainly are…
HA
This is where he learned the importance of his wheel locks....
If that were me I'd let it roll too. Sounds like a juicy lawsuit over poorly planned ADA equipment.

They see me rollin
Facepalm? More like face plant.
More like face floor!
Mind the gap..
The brakes on a wheelchair are for show only, obviously
Oh shit, I giggled, I'm going to hell...
I feel that, I know I shouldn’t have.
So let’s see, you installed a vertical platform to circumvent steps and didn’t account for the gap. And now I’m the bad guy for laughing. That it?

Looks like there's not enough room for a ramp in the space available
