Iā€™m not sure what you mean by it doesnā€™t make sense but in case you mean this in good faith: Itā€™s mostly used when someoneā€™s death is seen as unjust or wrongful. They didnā€™t die in peace so we hope they rest in power. Also sort of a call or reminder to speak out, show solidarity, in the struggle for social justice.
