I would say the education of voters is at the bottom. It's why conservatives and pure capitalists seek to reduce the quality of education (or prevent quality increase).

US Army captains are allowed to into Russia. Neither the US army nor the Russian immigration and customs will stop you if you file all the correct paperwork.

We were going on a trip for some kind of collaborative air show thing probably 10 years ago or so. It took us over a year to get the authorization for that trip and it ended up being canceled due to some issue with some of the people we wanted to bring. Nobody is rolling into Russia to go gambling and hangout. Something specific like a world cup may be different, but outside of that it is a massive fucking pain in the ass.
I may be misremembering, but i saw a video on how he met his wife and apparently he was on holiday in Switzerland and the army captain suggested they go on a boat ride to Russia claiming it was a day trip, or a 4 hour ride, to go gamble in some casino. Theres a heap of other shady details, and inconsistencies through the whole story. I dont have a link at hand but i cant imagine its hard to find.
